Bye Laws
| 1 | Title |
These bye laws will be called Student Chapter Bye Laws of BSTQM
|
| 2 | Objectives | The objects of the Student Chapter are:
a) To promote the concept of quality among the students b) To make students understand and practice morality c) To promote Student Quality Control Circles d) To make students self-sufficient in problem solving e) To promote friendly relations and brotherhood among the students f) To promote young leadership

| 3 | Functions
|
Functions of the Student Chapters are:
a) Organise dissemination programs like seminar, workshop, training etc. b) Establishment of Student Quality Control Circles c) Organise convention/ get together for students d) Liaise with Executive Committee and sub-committees of BSTQM e) Publications f) Social campaign to promote universal values g) Promote the practice of TQM,5-S and Kaizen |
| 4 | Membership | a) A student may become a member of BSTQM by paying requisite subscription.
b) Only Executive Committee will approve membership. c) To become a member student need to apply in prescribed form along with proof of his studentship. d) Members will enjoy privileges of the society. e) A student may become a student life Member by paying requisite fees. f) Life Membership will be valid up to the passing out of graduation (four years after HSC), |
| 5 | Termination of Membership | a) Student membership will be naturally terminated on completion of graduation.
b) Membership will become void if the organization in which the student is studying apply for termination of membership due to indiscipline or any activity subversive to that institute. c) If a student commits a crime or misbehaves with other member his membership will be terminated. In this case the student will be given a chance of being heard. d) Membership will naturally terminate for non-payment of subscription. |
| 6 | Organisation and Management
|
a) There will be a central Chapter Committee of 11 members elected by students every two years. This committee will consist of the following
1. Chairman 1 2. Vice Chairman 2 3. General Secretary 1 4. Treasurer 1 5. Training & Convention Secretary 1 6. Publication Secretary 1 7. Welfare Secretary 1 8. Members 3 b) If in an educational institution there become more than 50 members they can establish an institutional chapter with the approval of the institution and central chapter. Institutional Chapter will be managed by a Management Committee elected by the members of the concerned institution. 1. Chief: 1 2. Secretary: 1 3. Treasurer: 1 4. Member: 4 5. Adviser: Head of the Institution c) Executive Committee may abolish such chapter due to any activity subversive to the institution or BSTQM. d) Presence of 60% of members will form the quorum. |
| 7 | Relationship with BSTQM
|
a) Student Chapter and Institutional Chapters will work under the overall guidance of the Executive Committee and Sub-committees of BSTQM.
b) They will assist EC in discharging functions where relevant. c) Executive Committee and Education Sub-committee will monitor and evaluate performance of student chapters. |
| 8 | Finance
|
Accounts:
a) Student chapters will open bank accounts approved by the EC b) Books of accounts will be maintained in a manner prescribed by BSTQM.
c) BSTQM will audit all books of accounts of all chapters. Source of Fund: a) 50 percent of the student subscription will be given to the institutional chapter and 25% to the central student chapter. b) Donation from BSTQM c) Sale of publications d) Donation from the institution e) Donation collected for a purpose |
| 9 | Annual General Meeting | a) Institutional chapters will report to the Annual General Meeting organized every year in the month of January.
b) Central Chapter will compile the report of all institutional chapters and have its annual general Meeting held in the month of February. c) Annual General Meetings will be conducted in a manner as that of BSTQM. d) All chapters will demonstrate excellence in good governance, transparency and accountability. |
